Mission

Project Goal To help destitute children and orphans grow up as well as seasoned and respected members of society. Vulnerability The community is building into a slum complex, taking into account that the people who come in are low income earners who are finding it hard to cope with city expenditures and taxes on the goods and services they are selling. This puts children more at risk, as they interact with kids who have been in the city, but now moved to the village. Such kids might decide to go back, moving with rural kids to the street in search of a better life. The cheapest area for these people running away from the high costs of town living, is village communities near the city in terms of travelling, of which Bulenga is a part. Yet, also the standard of living is becoming high and costly for people in Bulenga, as agricultural land is being sold off to new residents in favour of short-term income, but also to pay school fees for children in higher classes, with a hope that these children may be employed when they complete their education, and get back money through salaries. Unfortunately, it is not always the case as employment is not automatic, yet the land would already have been sold off, cutting off food production for the family sustainability. This project is suitable because the community is willing to participate in development programs for their desired destiny. Therefore, this trend of events calls for an intervention, to help support them with a community school, to act as a relief to the challenging education standards of the children. Project vision The school will be started to meet the urgent and yet important needs of the community in the area of education, to prevent the children from being groomed into street children and or becoming village roamers, thieves and criminals, amidst increasing pressure on parents, to attain education as other children do. The ministry is more than determined to mobilise resources to make these vulnerable children become responsible citizens and useful in the future, in realising their dreams and ambitions. The school will further be established to provide quality and very affordable academic education and vocational training to the children in the community – through integrated education. The school will also be established on the premise that when we have built our own school, money that was being paid to other schools will now be used to pay for other costs in our own school. More children will also be taken on – a teacher that teaches 20 children can also teach 50 children at the same cost, which is cheaper for us that we can take on more vulnerable children at the same cost, who would be unable to go to pay for costs in private or public schools. Finally, the school is established to produce children with high moral standards based on Christian /biblical principles like self-control, politeness, kindness, respect, honesty and love or concern for one another in the fear of God. The school project will be a reference point in the community for quality and yet affordable education, based on Christian principles, taking into account vulnerable children and orphans. The school buildings will also act as social centres to the community during weekends when children are not at school, hence benefitting the communities in other ways, instead of paying for similar services elsewhere. Project Target The project is targeting to help and meet the increasing needs of the vulnerable community. The primary beneficiaries will be the vulnerable children and orphans. We have discovered there are some children in the community that have both parents but are as helpless as orphan children, or even worse. Some of the families live with parents who are in late stages of HIV/AIDS infection, and have spent much of their savings or income on seeking medical care for their own health, rendering them unable to meet the increasing needs of the children. The secondary beneficiaries will be children generally in the community, who may be able to pay some school costs, hence able to sustain the school within their easy reach. It is estimated over 200 children will benefit directly from this project immediately after completion. The third category will be parents and or guardians and the general community, who will find these facilities much affordable and beneficial to them in many other ways other than academic purpose. These classrooms can be used for community meetings, weddings, and other functions which would be costly in commercial halls. Youth programs /undertakingswill also be carried out here, for example, counselling and guidance, behaviour change seminars and workshops, and vocational programs, especially during weekend hours.Vocational courses to be undertaken for upper classes: life skills such catering, hairdressing, tailoring to carpentry and joinery, brick-making, mechanics, basic electrical lessons and business administration, and community health development will also be integrated in the school. Project implementation The project will be run and implemented by Youth Foundation Uganda Care, and monitored by the Education department of the ministry. The projects director will be directly responsible for the day to day running of the project and its reporting to the funding agencies and community in general. The director will be assisted by Programs Director to do the reporting and project supervision. The school board will be responsible for formulation of relevant policies, and overseeing the school staff to perform to the school objectives. Field officers will be employed to coordinate with other relevant schools for effective academic and life-skills performance, as well as supporting deserving children in the communities. The project will be implemented in collaboration with community leaders and in line with government programs and policies on education, and other projects involved in the same services, which are carrying out good practice. Two acres of land will be bought to house seven classrooms, school administration offices, a pitch (playground) for games and sports, plus other related activities. Over 200 children will benefit directly from this project when land is purchased and construction completed. The playground will also benefit other community children over the weekends, for games and sports development and leisure. Social and environmental impact of the project The project will cause the community to see meaningful development come into their community, and improve the school attendance of their children. Their children will also find employment in this project through provision of labour, work as teachers and through other services, hence improved income for families. The school project will be community owned as they realise it benefits them directly or indirectly in terms of income savings and social services. The community will also find less criminal records when the school intentions are met, hence creating a responsible community, that is God-fearing. Above all, orphan and most needy children will also find a chance to attend school; get services as other able children receive, hence increasing their self-esteem and social responsibility. The girl-child will no longer be tied to home chores, but also promoted to an academic giant, rather than being groomed basically for domestic purposes. Distance as a hindrance to school regular attendance will also be cut off. Children can get home early and do basic home chores without huddle or fatigue. Monitoring and evaluation Continuous monitoring and evaluation of the project will be carried out by the monitoring officer, through regular written activity and evaluation reports, both financial and narrative reports submitted to the funding agencies. Vocational programs will be visible and appreciated by the community, and the response will be the indicator of the impact these programs will have caused in their lives, through self-employment – job creation, and life skills gained for self-support. The school will be established in this community of Bulenga, where children are not attending formal education, mainly due to lack of basic scholastic materials by the host families, coupled with long distance between these homes and the available schools in the community, which is further hampered by the costs of school facilitations involved. The status of the guardians and or parents of these affected children is that parents are less privileged, surviving on unreliable petty trade for household income, although sometimes there is no feasible financial income in a month or so, thereby crippling the small business by eating away capital, because the family cannot afford to see children go hungry, they afford one meal a day, or sometimes without a meal at all. They depend on home grown crops, which is also insufficient for extra income or sales so they can pay school fees or involved costs to the school. Youth Foundation Uganda Care has been paying school fees for a few of the many vulnerable children who had gone onto or were intending to move onto the streets due to lack of home care (enough food) and other support. To-date, the ministry is taking care of 33 children, with over 105 children on the waiting list in the communities in which we operate. This school project is to address the educational needs and social issues for the destitute and orphaned children in the community. This project proposal therefore, seeks to raise funds to purchase two acres of land on which to establish a school so it benefits more members of the community. On this land, we shall have classrooms, offices, playground, sanitation site, kitchen, teachers’ houses, and other relevant structures. When school construction project is completed, it will also provide services to the community by use of the halls over the weekend, when the children are at home. This project will mainly target needy vulnerable children and totally unable orphans, and contribute to the education of these vulnerable children in general, in the target community. Funds requested are 77,610 US $ forpurchase of land. Vulnerable Children Education Project in Bulenga 2016/2017 This is a project to meet the vulnerable needs of the children in the community of Bulenga, where Youth Foundation Uganda Care has a Mission of Reaching out to the neediest and suffering members of the community (especially, widows, orphans and other vulnerable children), through preaching of the gospel, to bring them back to God. This project is under the mentorship and general supervision of the ministry overseer, Ssentongo David, founder of Youth Foundation Uganda Care is supported by a professional and faithful team of staff who are dedicated and passionately willing to carry this project to its success. Problem statement The survey of the population of Uganda indicates many children abandon school after barely on year at school, especially at the start of their enrolment in class. It is also observed that there is low status of women (low self-esteem), and that women are victims of oppression, domestic violence, poverty and diseases. Majority of women do not know their rights, nor are these rights respected by the male counterparts even where women rights are known. There is a need for increased sensitization about the position and importance of women rights in society, especially on the socio-economic side and health status of women and the children. Children are also becoming more vulnerable to child abuse, and are susceptible to becoming street children under such conditions of domestic violence, lack of education support items as well as lack of meals in homes. Surveys also indicate that even when there is increased Universal Primary Education in government schools, at the start, there is progressive school dropout year after year more especially the girl-child, due to involved hidden costs the child incurs, such as exercise books, lunch, development fees, lack of health pads for young girls, among other needs. Even the primary leaving children are not absorbed to good secondary schools because of their background and poor performance – hence a discouragement and disincentive for the parents and children to go for All parents would love to give their children quality education and life skills for a profitable future, especially for the rural communities, where children go to school barefooted, or without school uniform because they cannot afford it. On top of this, most schools in formal and informal sector are not giving much attention to the spiritual foundation of the children. Our children need a foundation with the fear of God, and as Christians, Bible teaching is essential to bring up children in a disciplined manner, and in a responsible way.Youth Foundation Uganda Care brings in this quality touch to the children so that they can compete favourably with other schools and children from well-to do families. Project Location The school project will be located in a ruraldisadvantaged community of Bulenga, Wakiso district. Nonetheless, this community is slowly becoming urban due to population influx from the city centre, due to pressure from the increasing high costs of living in town.
