Marketing - where should we put our energy to drive sales?

We are on a mission to increase the number of charity leaders who access our support through our membership that is £600 per year. We currently have 70 members but with a potential pool of over 160,000 we could do with help reaching and engaging effectively with them. We use LinkedIn as our main socials channel, free HubSpot for our CRM and some email marketing, we don't have a blog or newsletter (yet!). We think creating some lead magnet content would help but not sure exactly how to do this.
